While it is true that irradiation and heat treatments are used to bring out the blue color in topaz, all companies which treat the gems in this manner are required to be licensed by the Nuclear Regulatory Commission (NRC). These companies are required to store the gemstones post-treatment and monitor them until the residual radiation falls to a safe level, at which point they are safe for use in jewelry.
